Description

GIS Engineering & Environmental Services was entrusted with the full execution of 4 parallel fuel transfer pipelines connecting KOJ (Kurasini Oil Jetty) to the Sahara Energy Depot. The project was part of a strategic infrastructure improvement to increase petroleum product transfer efficiency and minimize vessel turnaround time at port. The installation was completed under strict safety, regulatory, and environmental guidelines.

Problem

Due to increased fuel throughput and traffic at the Dar es Salaam Port, Sahara Depot required high-capacity, efficient, and environmentally safe fuel transfer lines directly from KOJ. The primary challenges included:

  • Working in a high-risk, operational oil zone

  • Navigating a congested pipeline corridor with multiple utility crossings

  • Coordination with TPA, SUMATRA (now TASAC), and environmental authorities

  • Need for tight schedule adherence to minimize port disruption

Solution

GIS provided turnkey pipeline design and installation services, covering all engineering, mechanical, and compliance aspects. Our solutions included:

  • Engineering design for 4 parallel above- and underground transfer lines

  • Installation of pipe supports, expansion loops, and valve chambers

  • Pressure testing and hydrostatic testing of each line

  • Environmental and social mitigation planning

  • Construction of protective encasements at critical crossings

Process

  • Route Survey & Utility Mapping
    Identified and coordinated existing pipeline networks to avoid service disruption.

    Precision welding and coating of fuel-grade pipes followed by trench excavation and bedding.

  • Valve & Manifold Installation
    Deployed inline valves, air-release points, and flow control systems at strategic locations.

  • Testing & Commissioning
    Conducted pressure and leak tests on all 4 lines in compliance with international standards.

  • Environmental Monitoring & Safety Oversight
    Implemented spill prevention plans and trained staff on safety compliance.
